The International Budget Partnership Nigeria has partnered with the Abia State Internal Revenue Service to improve the state’s taxpayer information system and strengthen mechanisms for resolving tax-related complaints. The initiative was discussed during a taxpayer consultation held in Umuahia on Thursday, October 22, 2026.

IBP’s Learning, Monitoring and Evaluation Coordinator, Nancy Zi, said the consultation was designed to identify the information needs and concerns of taxpayers following the implementation of four major Nigerian tax laws in January 2026. She said the findings would help authorities make tax administration more transparent, accountable and easier for residents to understand.

According to Zi, some taxpayers remain unclear about why particular taxes are collected, how payments should be made and whether collectors represent the state or local governments. She also identified language barriers, including inadequate communication in Igbo, as an issue that could prevent residents from fully understanding their obligations and rights.

The organisation said the consultation would lead to an action plan outlining responsibilities for both IBP and the Abia revenue authorities. The plan is expected to improve taxpayer education and establish clearer, more accessible channels through which residents can challenge assessments or resolve tax-related grievances.

The initiative is being implemented under the Nigeria INFF Programme and also supports tax authorities in Plateau State. It builds on earlier tax grievance-redress projects carried out in Ondo, Enugu and Jigawa states, while Abia continues wider reforms aimed at making revenue collection more transparent and taxpayer-friendly.
