The International Monetary Fund has cautioned Nigeria against returning to a blanket petrol subsidy despite growing pressure over rising fuel and transportation costs. The warning was issued on Wednesday during the IMF and World Bank Group Annual Meetings in Bangkok, Thailand.

IMF Fiscal Affairs Department Director Rodrigo Valdés said governments may face political pressure to shield consumers from higher energy prices, but subsidising petrol for everyone would place a heavy burden on public finances. He argued that limited government resources would have a greater impact if directed towards households most affected by rising living costs.

Valdés suggested targeted measures, including support for public transportation, as a better alternative to keeping petrol prices artificially low for all consumers. The IMF argues that blanket subsidies can disproportionately benefit higher-income households because they generally consume more fuel, while also weakening incentives to reduce consumption during periods of global supply pressure.

The warning comes as Nigeria grapples with higher international energy prices and their effect on domestic transport and household expenses. The Federal Government recently introduced a 30-day petrol price discount at NNPC retail outlets, with public transport operators among the priority beneficiaries.
Minister of Finance and Coordinating Minister of the Economy Taiwo Oyedele said the temporary intervention would involve NNPC Retail giving up its profit margin and selling petrol at cost.

He stressed that the measure was designed to provide short-term relief and did not represent a return to the previous petrol subsidy regime.
