Abia State has moved into second place nationally in the revised 2026 Phillips Consulting State Performance Index, with Jigawa State ranking first and Enugu State third. The revised report followed a review of the methodology and the incorporation of newly available 2025 audited financial statements.

Abia recorded a composite score of 0.55 and rose from 36th position in 2024 to 10th in 2025 before reaching second in the revised 2026 assessment. Phillips Consulting identified the state as the biggest momentum gainer, with citizen satisfaction emerging as one of its strongest areas, based on responses from 770 residents.

The revised index separates states’ current performance from their progress over time, following changes to the methodology used in the initial 2026 assessment. Phillips Consulting said the revision was intended to provide a more consistent and evidence-based assessment of state performance.
