Aviation industry experts have criticised the Federal Government’s plan to reimburse Yobe State ₦100.5 billion for the construction of the Muhammadu Buhari International Cargo Airport in Damaturu, questioning the project’s cost, economic viability and long-term sustainability.

President Bola Tinubu this week asked the National Assembly to approve a promissory note programme through the Debt Management Office to settle the proposed reimbursement. The Federal Executive Council had approved the Federal Government’s takeover of the state-built airport in May 2023, while the Bureau of Public Procurement subsequently recommended ₦100.5 billion as the amount to be refunded.

Aviation analyst Olumide Ohunayo argued that states should conduct realistic traffic projections and economic assessments before embarking on costly airport projects. He warned that expectations of eventual federal reimbursement could encourage politically driven projects that may prove too expensive for states to operate and maintain.

Former Rector of the Nigerian College of Aviation Technology, Samuel Caulcrick, said state governments are legally permitted to build and finance airports but do not have authority to regulate aviation operations. He explained that regulatory responsibilities remain with federal agencies, including the Nigerian Civil Aviation Authority, Federal Airports Authority of Nigeria and Nigerian Airspace Management Agency.

FAAN Managing Director Olubunmi Kuku has also cautioned states against developing airports without adequate feasibility studies, noting that only a small proportion of Nigerians currently travel by air. The ₦100.5 billion reimbursement remains a proposal and is subject to legislative approval before the promissory note can be issued.
