Human rights lawyer and Senior Advocate of Nigeria, Femi Falana, has given the National Assembly a 14-day ultimatum to initiate action over billions of dollars and naira allegedly owed to the Federation Account by the Nigerian National Petroleum Company Limited (NNPCL) and other oil and gas companies.

Falana made the demand in a letter dated October 28, 2026, addressed to the Senate President and copied to the Speaker of the House of Representatives. He called for the recovery of $123.17 billion and N66.4 billion in outstanding oil royalties, unpaid dividends, taxes, alleged proceeds of crude oil theft and other government revenues.

Among the issues raised were alleged unremitted dividends from Nigeria LNG Limited, outstanding royalties from international oil companies, and approximately $29 billion linked to alleged crude oil theft and undeclared exports. He also questioned the billions of dollars spent on the rehabilitation of the Port Harcourt, Warri and Kaduna refineries, arguing that the contractors should be held accountable for alleged breaches of their agreements.

The senior lawyer urged lawmakers to work with relevant agencies, including the Economic and Financial Crimes Commission, to ensure that the outstanding funds are recovered and returned to the Federation Account. He argued that recovering the money would strengthen government revenue and reduce the country's dependence on external borrowing.

Falana warned that failure to initiate recovery measures within 14 days of receiving the letter would compel his firm to approach the Federal High Court to seek an order directing the relevant authorities to discharge their responsibilities. The allegations and financial claims outlined in the letter are yet to be independently established in this report.
