Virginia State Senator L. Louise Lucas, 82, has been indicted alongside six other defendants over an alleged criminal enterprise involving marijuana distribution, money laundering, bribery and fraud. The eight-count federal indictment was announced by the United States Department of Justice on Thursday, October 22, 2026.
Federal prosecutors allege that Lucas led a network involving relatives and associates that acquired and distributed at least 100 kilogrammes of marijuana over several years. The FBI estimates the alleged operation was worth about $4.5 million, with prosecutors accusing Lucas of supervising the laundering of proceeds from the business.

Authorities further allege that Lucas used her political position to shield the enterprise from scrutiny and influence legislation that could benefit associated businesses. Prosecutors say she paid $750,000 for an interest in a company linked to a prospective recreational marijuana licence and later failed to disclose that interest on required ethics forms.

FBI agents searched two marijuana-related businesses connected to the defendants earlier this year and recovered marijuana and firearms, according to the Justice Department. Lucas, who serves as president pro tempore of the Virginia Senate and chairs its Finance and Appropriations Committee, later surrendered to law enforcement.

Lucas has rejected the allegations and criticised the federal investigation, arguing that the government was targeting her after decades in public service. The charges remain allegations, and neither Lucas nor the other defendants has been convicted. Under US law, they are presumed innocent unless proven guilty in court.
